Septic System Installations at Asbury Grove
Information

 

In 1972 the US Congress passed the Clean Water Act. The legislation describes the need for all wastewater that is discharged into the ground to meet a set of standards. The Massachusetts legislature then passed requirements for septic system installations called Title 5. The Asbury Camp Meeting Corporation was required to obtain a Ground Water Discharge Permit from the Mass DEP because of the total effluent discharged in Asbury Grove.
An additional document called a Memorandum of Agreement clarified the Town Of Hamilton's roll in the Asbury Grove septic system installaton process. Included in the memorandum is the requirement that all systems be pumped every three years. Record of the pumping will need to be submitted to the Corporation, collected and submitted to the town Health Dept.
The permit requires that all year-round cottages have a Title 5 compliant system by Dec. 31, 2006. The permit also requires that all summer cottages be compliant by Dec. 31, 2007.
The corporation, with corporation funds, has installed systems in corporation buildings that require them. Those installations include the Dining Hall, the public restrooms behind the Dining Hall, the Superintendent's House, the 'Post Office' at 3 Pleasant Ave., the Chaplain's cottage on Mudge Ave. and the Wakefield House. The installation at the Fletcher House was financed by the sale of rummage items. The existing systems that serve Beulah Land and the surrounding dorms were tested and determined to be Title 5 compliant.
The Rules and Regulatons of the Grove require that all cottage owners are responsible for the maintenance of their own systems. Depending on the condition of the existing system, maintenance could range from the replacement of a broken pipe to the installation of a new system to replace a failed system.

Suggested process:

1. Find a septic engineer to design a system.

2a. Submit the plans to the town Health Dept. for approval.

2b. Submit your plans to certified septic installers for bids.

3. Select an installer. The installer or engineer will obtain a permit.

4. The system is installed. The installer will arrange for the health agent to inspect before the system is backfilled.

5. Provide for the connection of the system to your cottage. Separate plumber if not included in the bid.

6. Provide a certificate of compliance from the installer for the Grove Septic Chair.

7. If there is a deed restriction on the number of bedrooms, it will need to be taken to the Registry of Deeds in Salem.

8. Every three years the solids tank will need to be pumped and a record turned into the Grove Septic Chair.
